Julius Fofanah Sandy is a distinguished Sierra Leonean diplomat, governance reform expert, and senior public administrator with over four decades of dedicated service in national governance, civil service transformation, and international diplomacy.
He currently serves as the High Commissioner of the Republic of Sierra Leone to the Federal Republic of Nigeria, a role he assumed on 12 November 2024. In this capacity, he also represents Sierra Leone in regional diplomatic engagements within the Economic Community of West African States, contributing to policy dialogue, regional integration, and multilateral cooperation.
Dr. Sandy is widely respected for his leadership in modernizing Sierra Leone’s public sector institutions and strengthening governance systems across government.
Dr. Sandy began his career in the 1980s as an Administrative Officer in the Ministry of Education, Cultural Affairs and Sports. His early service laid a strong foundation in public administration, policy execution, and institutional management.
He later served as Assistant District Officer in both Port Loko and Koinadugu Districts between 1990 and 1995. In these roles, he was responsible for:
Coordinating district-level administration
Supporting security and governance structures
Promoting community development initiatives
Facilitating government service delivery at the local level
These formative years provided him with practical experience in grassroots governance and public service delivery.
Dr. Sandy advanced to occupy several senior leadership roles within the Government of Sierra Leone, where he contributed significantly to national policy development and institutional strengthening.
His roles included:
Secretary for Training and Recruitment (Permanent Secretary level)
Head of Governance, Policy and Technical Assistance – Ministry of Development and Economic Planning
Senior Assistant to the Secretary to the President
In these capacities, he played a central role in shaping public policy, managing administrative systems, and supporting high-level government coordination.
Dr. Sandy’s most impactful contribution to Sierra Leone’s governance framework came through his leadership in civil service reform.
He served as the last Establishment Secretary and subsequently became the first Director-General of the modern Human Resources Management Office (HRMO), where he led a comprehensive transformation of the civil service human resource system.
Key reforms under his leadership included:
Establishment of structured HR directorates for recruitment, performance management, training, and payroll oversight
Nationwide verification of civil servants
Introduction of biometric identification systems
Elimination of ghost workers from government payroll
Implementation of payroll audits and pay harmonization reforms
These initiatives significantly improved efficiency, transparency, and accountability within the public service while generating substantial fiscal savings for the government.
